YALA--which means Let’s go! in Arabic--is a three-year, $10 million effort to help the Government of Yemen increase access to higher quality primary education. The program is focused on five of the country’s more remote governorates, Al-Jawf, Saada, Amran, Shabwa, and Marib. The project is structured around two objectives: enhance access to primary education in the public sector and increase literacy and numeracy opportunities at the community level. Yemen’s educational attainment rates are among the lowest in the world. Only 45 percent of all rural primary age children, and only about 30 percent of rural girls, are currently enrolled in school. The poor quality of primary education is partly a reflection of low levels of qualification among teachers, especially in rural areas. Sixty percent of teachers have only a basic education, some with a modicum of additional training. Efforts to increase the quality and coverage of primary education face serious obstacles, including inadequate facilities, a shortage of teaching and learning materials, a lack of meaningful community involvement, and regional teacher shortages.
