The Africa Forum of Utility Regulators was launched as a formal entity in November 2002 in Pretoria, South Africa at a meeting attended by 29 regulatory authorities from 35 African countries. The Forum's mission is “To facilitate the development of effective utility regulation in support of Africa.” The objective of this activity was to build the Forum's capacity to function as a sustainable African regulatory association. AED worked with Forum to define its objectives and a vision for a communications strategy; developed a comprehensive, low-cost, high-impact, multi-year communications strategy; and provided technical assistance in the implementation of the communications strategy.
