Evaluation of Community Collaborative 9 Lead Teacher Program

The project will evaluate an educational improvement program in 10 schools in the Bronx that has been developed by a coalition of community based organizations (CC9)who represent parents and community members in conjunction with representatives from the teachers' union, and school administrators. The program has introduced two to four exemplary teachers into each participating school who will act as Lead Teachers. They will teach half time and support other teachers the rest of the time. The union teacher center will provide support to the Lead Teachers.













The goal of the AED evaluation is to assess whether or not the 10 schools are able to improve teacher tetention--a serious problem that undermines improvement efforts in these schools-- and also improve the quality of instruction and student achievement. AED's evaluation will measure these outcomes and compare the 10 schools to similar ones in the region that are do not have a Lead Teacher program. The project's first step is to develop a theory of change for the program with the CC9 committee which sponsors this program and facilitates it on a day-to-day basis. This theory of change will include mutually agreed upon goals, objectives, and benchmarks of progress. Once they have been agreed upon, AED will carry out its evaluation in the schools.
