Through this two year evaluation partnership with AED, the GE Foundation seeks to test and validate the importance of evaluation as a critical part of a comprehensive international grant-making strategy. As part of this partnership, AED will evaluate three grants focusing on primary school excellence improvements. The three grants targeted for this initial evaluation investment are located in Brazil, India, and China. A summary of the three grants is presented in Appendix A. AED will design and implement the three evaluations in order to answer two sets of evaluation questions: What difference did GE’s investments make in improving indicators of primary school excellence outcomes and impacts for targeted populations in three countries, Brazil, India, and China? What are the key lessons learned about GE grant-making efforts to improve school excellence across the three countries? In addition to answering the main sets of evaluation questions, the evaluation will also seek to: Test a system for designing and imp lementing evaluations of international grants and using evaluation data to inform foundation and grantee-level decision making. Design, develop, and implement activities to build the evaluation capacity of grantees and the infrastructure for evaluation in each of the three focus countries.
