AED is conducting an independent, mid-term evaluation of the progress the Center for Energy Economics at the University of Texas at Austin (UT/CEE) has made with the Smart Development Initiative (SDI) in Ghana. SDI was designed to improve the capability of local educational and development institutions to address public education, participation, and transparency needs for effective energy sector governance. Through document review, design of an evaluation framework, data collection and analysis, AED’s evaluation will document successes and challenges, and provide a set of lessons learned and recommendations. These recommendations and lessons will assist USAID and CEE in improving SDI program strategy, activities, and metrics, and will guide decisions regarding expansion of the initiative to other countries.
