This project aims to improve sectoral strategic planning, management, and decision-making in basic education within the Ministry of Education and to improve instruction in basic education. The project goals are: AED is responsible for all program monitoring and evaluation with the goal of strengthening the Ministry of Education evaluation capacity and supplying EFA (Education for All) managers with accurate information. AED will formulate a Performance Monitoring Plan (PMP), develop and refine monitoring and evaluation techniques, train researchers from the Ministry of Education to collect data, and finally, analyze and report on the data collected. The project's first steps are to establish a field office and hire consultants to devise PMP.
