AED developed a training model and business plan for the Energy Regulators Regional Association (ERRA) in Eastern Europe and the former Soviet Union. The goal was to design an energy regulatory training program for ERRA that is sustainable beyond USAID funding. AED’s activities under this task order included: development of an institutional approach for regulator training, including a phased-in program and budget; definition of roles of ERRA and the lead university; and providing support to ERRA and the lead university to define and develop a training program and curriculum.
