The DBE3 project, along with the Indonesia MOBIS project, is part of a larger program called the Decentralization of Basic Education Program. The purpose of DBE3 is to strengthen Junior-Secondary Education in both formal and non-formal settings in Indonesia, with a focus on local-content curricula. AED will provide services for the formal education sector by developing curricula and improving teacher training. Secondly, AED will observe non-formal education for out-of-school children and develop curricula that target specific groups within this population, such as orphans and child workers. Third, AED will develop the Monitoring and Evaluation components of the DBE3 program; and finally, AED will design a 5-year plan for Information, Communications and Technology (ICT) strategies, focusing on creative solutions such as radio teaching, and assist in the implementation of this plan.
