The goal of the Initiating Positive Change Program in Kosovo is to increase stability in Kosovo through a process of building confidence of minorities and increasing the role of those minorities as active stakeholders in society. The objectives are to develop capacity within the non-majority communities to address their needs and improve their quality of life, economic security, and freedom of movement; to improve the ability of non-majority communities to affect policies that increase their role as stakeholders in society; and to support the Prime Minister’s Office of Community Affairs (PMOCA) in addressing identified non-majority community needs.
