AED, CABER will develop a technical assistance system which may be used by local projects in an assessment of their own outcomes. CABER staff will document performance and outcomes; identify lessons learned; and present recommendations for a Federal agency evaluation strategy that will meet congressional and executive objectives for each program. Other key goals: (1) data collection on 3 Federal programs; (2) development of an evaluation strategy for the 3 programs; (3) provide a training and technical assistance schedule for Federal grantees at the local level; (4) develop a manager's guide to evaluation for grantees; and (5) compile a final report that will provide an assessment of the three Federal programs with recommendations for the enhancement, consolidation, and modification of existing programs. To achieve this purpose, AED will conduct a total of 14 on-site visits with Federal grantees.
