Participant Training Project (START/PTP)

The primary purpose of the Participant Training Program and the respective E&E START Task Orders is to develop the human capacity resources identified by E&E Missions as critical to the achievement of their SO targets. These mechanisms support (1) the Agency's third goal of "Building Human Capacity through Education and Training;" (2) EGAT/ED's Strategic Support Objective No. 3, "Training improves performance of individuals and effectiveness of host country organizations;" and (3) the full range of E&E Bureau and Mission SOs due to the cross-cutting nature of participant training.











Under PTP, AED provides services for Armenia, Belarus, Moldova, and Ukraine.











ARMENIA The training program has involved the range of human resource development required for transition to a democratic, free-market nation. In more recent years, there has been an increasing emphasis on fostering the development of small and medium-sized enterprises, accounting reform, energy sector reform, NGO sector development, anti-corruption and leadership development. Special efforts of note have included a series of regional meetings and workshops for women NGO leaders from the three Caucasus nations: Armenia, Azerbaijan and Georgia.












As in the other regions of Eurasia, training in Armenia is designed to support ongoing technical assistance efforts funded by USAID and other donors in the region. Specifically, training is designed within the framework of USAID's Strategic Objectives and Intermediate Results for Armenia:











1.3 Increased Employment in a Competitive Private Sector 1.5 Access to Energy and Water Resources 2.1 Improved Democratic Governance 3.2 Health Care 3.4 Social Protection 4.2 Cross-Cutting Program











Western Newly Independent States (WNIS)











 The training program involved the range of human resource development required for transition to democratic, free-market nations. Specifically, training is designed within the framework of USAID's Strategic Objectives and Intermediate Results for Ukraine, Belarus and Moldova.
